Re: Half-yearly report
1. 因為這幾天的網民行動已經成為一場內亂,實在事忙,故未及在限期前完成此報告,先於此致歉。
1. I hereby express my apology for the late submission of this report as I have been busy dealing with the current netizen movement which has degenerated into a disorderly rabble.
2. 半年裏,學生會發生了很多事。學生會大樓重置,舍堂收生方案,
2. In the past half-year, a lot of things has happened in the Union. The relocation of the Union Building, Hall admission system, the ever-recurring yearly quarrels on Orientation; it is very hard for me to explain everything in detail. For this reason, I would like to just briefly talk about and explain the causes and the effects of the incidents.

For the time, while my work is mainly focused on the four major points (Endless Campaign, Hall admission, Union structure review, Union Building Relocation) which has already been stated on my election platform, I would also try to use different methods to narrow down the distance between the Council and students.
4. 諮詢,相信有不少人都會嫌我的諮詢太多,太煩。只不過,
4. Some would argue that I had annoyed fellow councillors by putting forward too much questions onto the discussion floor. However, it would be very irresponsible for me if I had none of it. I can hardly accept that doing too much of something which has to be done can lead to complaints. The questioning system is put there exactly because the system have a use, and the question of using too much of or too little of should not exist. I would continue to use this method to carry on with my work.
5. Endless Campaign的進展,坦白說,不大。歸根究底,
5. On the matter of Endless Campaign, there is, frankly speaking, not muc progress. It should be understood as a cultural phenomenon, and it is clearly that it is impossible for a few to change the whole culture. What I can do is to propose related restrictions or rules, but without the support from fellow councillors, either in the form of votes or attitude, I have to resort to treating this as a problem with the University community at large.
6. 舍堂收生制度方面有一定進展。
6. There is reasonable progress on the Hall Admission system. Although the outcome is very close to the current 7/3 system, it is much more well-defined than its previous incarnation. The point system of the B part of the new system has been more institutionalized because of tremendous pressure made to the authorities; I feel quite satisfied with this outcome. I would like to thank Dr. Albert Chau for listening to opinions from all perspectives, and I would continue to track the progress of this matter in the future.
7. 學生會的架構重組,是一個長線問題,這半年很不幸不能觸及。
7. Union Restructuring is something which should be looked after in longer terms, but unfortunately this subject had not been touched in this half year. However, on the shorter-term matter of council restructuring, the insincere attitude of some has been very disappointing. If their goal is to retain 15 seats in the council, it is much better to promote it in a more open and genuine way, like posting them on the Democracy Wall or to put this forth in the council; now what I have seen is merely filibuster with no real substance. I welcome discussion, even those which will lead nowhere, as at least we know what the other party is thinking. What I hate most is holding points to oneself but evade any discussion.
8. 學生會大樓重置,兩方的反應實在慢得令人不安。
8. The slow progress of the Union Building Relocation makes me feel uneasy. For now I am expressing my disappointment to the University for dragging on this agendum, and I am going to propose a motion of regret on the Council to the University for this.
9. 兩場有關迎新的評議會鬧劇。雖然並非一件工作,但容許我在這邊,
9. On the 2 "cases" in the orientation period, though not exactly "work" as defined by most, but I shall discuss it here for the sake of completeness of records. The first case is there because no one want an imbalance of power. Although executive rights are important, fighting for a meaningless executive right is an meaningless act in itself. The final outcome might be the best testement for this: power does not come from your position, but rather how much you can deceive others into your bidding; as long as this exists there will never be balances in power. That was a very childish quarrel caused by one faction selfishly not accepting the existance of a "party leader" of the other faction. The other case is the price to pay for the first case, and it is also a good lesson for people to understand political pressure.

10. I have been a member of the Constitution Review Committee, Council Business Committee, Delegation to Hong Kong Federation of Students, Current Affairs Committee, and Orientation Affairs Committee. I have attended most meetings, unless due to cases like having tutorials or trips out of town.
